New NCE opinion paper on blacklisting defaulting health insurance payers

If people do not pay their health insurance premiums, the cantons have the option of blacklisting them and only reimbursing them for emergency treatment. The National Advisory Commission on Biomedical Ethics states in its Opinion No. 42/2023: Withholding or postponing medical services violates fundamental ethical principles and collides with professional ethical standards.
